Arlene Rio S. Villar represents the pinnacle of leadership in public finance and modern accounting. As a Co-Founder and Managing Partner, her career is distinguished by an unparalleled involvement across sectoral areas of accounting practice, bridging the gap between rigorous public sector governance.
Academic Foundations & Professional Milestones
Arlene earned her Bachelor of Science degree and became a Certified Public Accountant (CPA) on November 24, 1999. Never content with stagnation, Arlene continues to expand her multi-disciplinary capabilities. In her ongoing pursuit of advanced education, she is currently reading law as a Juris Doctor (JD) candidate, deliberately blending legal frameworks with financial governance.
A Champion of Innovation & Public Sector Governance
Arlene catapulted her career in the Academe, shaping the minds of future financial professionals before transitioning into the corporate arena as an Accountant for Unilever Philippines. Her trajectory eventually led her to deep public service, where she currently serves as the Municipal Accountant of Albuera, Leyte. Arlene has taken historic strides toward institutional simplification through her distinctive penchant for innovation. Most notably, she spearheaded the complete automation of the accounting systems within their office, drastically upgrading the local government's efficiency, transparency, and data integrity.

Arlene's extraordinary leadership has echoed on a national scale. Guided by a deep dedication to the organizations she serves, she became the President of the Association of Local Accountants (PhALGA, Inc.) last 2017. Today, she continues to steer the profession nationally, positioned as one of PhALGA, Inc.'s esteemed National Advisers. A passionate advocate for the welfare of her peers, she stands at the forefront of the legislative movement as a staunch champion of the Magna Carta for Government Accountants.

Sharah's trajectory has been defined by a relentless pursuit for excellence. She graduated from the University of San Carlos with the highest distinctions, earning her Bachelor of Science in Accountancy as Magna Cum Laude, and her Bachelor of Science in Management Accounting as the Batch Valedictorian (Highest Magna Cum Laude)—a dual feat that earned her the distinction of Batch Prodigy. A Certified Public Accountant (CPA) since October 2013, Sharah has continuously expanded her expertise to bridge the gap between finance and law. In June 2024, she completed her Juris Doctor (JD) degree from the Western Leyte College Law School, adding a profound understanding of legal frameworks to her robust financial toolkits.
A Dynamic Career in Corporate & Technical Compliance
Before pioneering the firm, Sharah honed her technical proficiency as a SAP FICO Software Engineer at Accenture Cebu, mastering enterprise-level financial systems and data architecture. Her expertise further deepened during her tenure with the Baltondo Group of Companies, where she spearheaded critical corporate compliance initiatives, specializing in high-stakes regulatory frameworks such as PCAB (Philippine Contractors Accreditation Board) and PhilGEPS requirements. Her background spans extensive ad-hoc consultancy and tailored bookkeeping solutions for a diverse portfolio of industries.
Leadership & Academic Advocacy
Driven by a passion for mentorship, Sharah has dedicated nearly a decade to academia—she has been a foundational faculty member at Western Leyte College of Ormoc, Inc., lecturing across Accounting, Finance, Economics, Management, Political Science, and Mathematics. Her academic influence extends regionally as a visiting lecturer at the University of San Carlos handling Economics, Financial Accounting, and Management Advisory Service and the University of the Philippines handling Basic Accounting and financial strategy.
